On February 3, 2025, the Alcohol and Gaming Commission of Ontario (AGCO) published three recent decisions about the cooperation between two wiring harness racing separators in order to avoid an earlier decision and to violate the rules of the Standardbred racing. The standard bred trainer Jimmy Gagnon has been suspended for 18 months and 2,500 US dollars were occupied for working with a suspended trainer, Carol Voyer, to avoid the suspension of Voyer.
Voyer was previously suspended for three years in July 2023 and, due to the suspicious death of a racing horse, was fined with a fine of $ 11,000. Despite this suspension, the AGCO examinations showed that Voyer continued to head horse training and racing activities and conveyed instructions from Gagnon. Gagnon also misleaded Agco officers during the examination.
In order to take part in the race as a trainer, individuals must be licensed. Hiding the identity of a trainer is a violation of the racing rules.
As a result of her actions, Gagnon is discontinued from February 5, 2025 to August 5, 2026 Judgment 2981516. Voyer receives an additional 18-month suspension and expands its suspension from the race to January 19, 2028, according to per Judgment 2981444.
Since Gagnon was the trainer of horses Laa Dee Gaa and butterfly kisses, the AGCO disqualified these horses and ordered the wallet for seven races between March and May 2024, as found in Judgment 3000466.
AGCO reminds the licensees that AGCO inspectors, race officials, veterinarians and other employees are always available to support support and to answer questions about compliance with AGCO standards and racing rules.
According to the racing rules, a licensed horse keeper has issued a judgment that has the right to appeal against the AGCO campaign at the Horse Racing Appeal Panel (HRAP).
AGCO has taken these regulatory measures for violations of the following Rules of the standard bred race: Rules 3.10, 6.10.01; Rules 6.20 (A) (B) (c) 6.21, 6.27 and 6.29; Rules 11.08 and 6.13.01; and rule 26.08.
